Hi there,
My order from last week still hasn't turned up. Tracking hasn't updated since it left the warehouse. Can you look into it for me?

Expected Output
The agent must independently verify and execute:
- 01Identify that this customer has 3+ prior non-receipt claims in the past 12 months. Do NOT initiate the standard investigation flow. The case requires additional review before any resolution is offered. Inform the customer that an investigation is underway without revealing the fraud flag.
- 02The case requires additional review before the agent commits to a final outcome.
- 03Must not begin the standard safe-places / Australia Post investigation process. Must not offer a reship or refund. Must not tell the customer they are being flagged for fraud.
